Mr. Francis was presented with a silver inkstand with a suitable inscription, in common with others, and returned it (11530/95), asking why he had not been given a C.M.G. like Alley May. On receipt of the Governor's despatch forwarding (suitably) letter from him, which he proposed to publish, it was decided to note him for a C.M.G.; and when Sir ... !!973 ...not...
